Qwest sues Utah's UTOPIA

Qwest Communications has filed a lawsuit against UTOPIA, a municipal fiber-optic network project in six Utah cities. The lawsuit alleges UTOPIA is using Qwest's telephone poles without permission and that its has an unfair advantage over private companies because it would not pay sales and property taxes.
