Qwest, Colorado PUC close to deal on phone regulations
Qwest Communications reportedly is close to a settlement with Colorado's Public Utilities Commission on a plan to lighten price and customer service quality rules in urban areas. The deal would not ease requirements in rural areas.   Denver Rocky Mountain News (4/18)
