Verizon in deal to carry Discovery channels over FiOS
Verizon Communicationshas reached a deal that will allow it to distribute Discovery Communications' 14 cable channels over its new FTTP network. USTA Says FCC Order Leaves Economy, Businesses and Consumers on Hold
Yesterday, the FCC released its latest attempt to devise lawful rules that would promote real competition in the telecom industry. USTA President Walter McCormick said that while the FCC is moving in the right direction, the Commission failed to take advantage of this opportunity to update the nation's telecom laws. "Unfortunately, the Commission continues to perform a regulatory two-step, which leaves the industry right back where it started with government-managed competition." Read more.

Emergency GPS shutdown plans reviewed
According to an administration official, President George W. Bush has ordered the Defense and Homeland Security departments to plan for an emergency shutdown of global positioning satellites in the event of a national crisis. The move anticipates the possibility of terrorists using GPS to coordinate attacks.   USA TODAY (12/16) 

U.K. lowers broadband access costs for BT competitors
British telecom regulator Ofcom lowered the price competitors pay to BT to offer broadband access over BT's lines by up to 70%. Ofcom is seeking additional price reductions for rival telecoms that seek to offer bundled voice and broadband to customers.   BBC (12/16) 

Maryland judge rules state's anti-spam law unconstitutional
A judge has ruled that Maryland's anti-spam law violates the Commerce Clause of the U.S. Constitution because it seeks to regulate business transactions in other states. The ruling could result in the overturning of the Maryland law, but it is not binding on other courts.   The Washington Post (12/15)
