FCC may demand VoIP phones provide 911 services

Minneapolis sues TWC over franchise fees
Minneapolis has filed a lawsuit to settle a franchise-fee spat with Time Warner Cable, which is expected to swap systems with Comcast in the city following the MSOs' Adelphia Communications acquisition. TWC has not paid franchise fees in Minneapolis since a 2002 ruling that classified cable broadband as an information service.   Multichannel News (4/28) 

Airlines consider how to adjust if cell phone ban is lifted
Airlines are considering how they will adapt if government regulators decide to lift the in-flight ban on cell phones, the San Francisco Chronicle reports. They are considering phone and no-phone sections and etiquette rules. The FCC is taking comments on the cell-phone issue through May 27.   San Francisco Chronicle (4/28) 

Qwest promotes affordable phone service to tribal areas
Qwest Communications says it is stepping up efforts to bring affordable phone service to impoverished tribal areas. The telco's alleged failure to effectively market low-cost programs to those areas was the subject of an FCC probe last year.   Denver Rocky Mountain News (4/29)
