In the last few days, President-elect Barack Obama's transition team took a significant stride toward a more open government by licensing the content of Change.gov under a Creative Commons Attribution license. Using that license essentially means that the transition team is allowing others to freely share and remix what's posted there, provided that reposts are attributed to Change.gov. Microsoft research director joins Tech & Emerging Countries panel

Kentaro Toyama, the assistant managing director for Microsoft Research India, is the most recent expert to join the Tech and Emerging Countries Program at the 2009 International CES. Toyama joins three other panelists for the "Reaching the Promise of Universal Access to Technology: Creating the Global Tech Ecosystem" portion of the program. Toyama played an instrumental role in establishing the Microsoft Research Lab in Bangalore, which opened in 2005. Besides helping guide its direction and growth, Toyama leads the Technology for Emerging Markets research group as a principal researcher, and he is a co-founder of the IEEE/ACM International Conference on Information and Communication Technologies and Development (ICTD).
