Minneapolis sues TWC over franchise fees

Minneapolis has filed a lawsuit to settle a franchise-fee spat with Time Warner Cable, which is expected to swap systems with Comcast in the city following the MSOs' Adelphia Communications acquisition. TWC has not paid franchise fees in Minneapolis since a 2002 ruling that classified cable broadband as an information service.
