VoIP challenges regulators

VoIP, which straddles phone and data services, is creating a whole new set of challenges for regulators. Issues to ponder include whether VoIP providers should be required to offer 911 service and whether to force them to subsidize rural phone services. So far, new FCC Chairman Kevin Martin has not indicated he will change the hands-off approach to VoIP embraced by his predecessor, Michael Powell.
