Telecommunications companies such as Verizon Communications and SBC Communications; wireless chipmakers Qualcomm and Texas Instruments; and content providers such as Walt Disney Co. and News Corp. are pouring billions into what they believe is one of the most promising telecom applications of the future -- TV programming via phone lines and on mobile phones.
