Windstream, TDS detail stimulus-backed building plans

Windstream and TDS executives provided updates on their strategy for spending the millions they received from federal stimulus funds. Windstream Senior Vice President Mike Rhoda said the regional carrier has made the most progress in Mississippi and New York, adding that fiber shortages have not hampered the provider. TDS, which has started construction on only one project, said environmental approvals have slowed its progress but that it has entered the prebidding stage for a number of projects.
